In the API, each Submit call equals one message. This allows you to track individual messages by Message ID. Emails that should go to multiple recipients should therefore be submitted per recipient. You can change the headers of the email to indicate To/CC etc . The BCC flowstep also generates a seperate message, but in that case Flowmailer does the work for you.
